หัตถกรรม : ศิลปะจากปลายมือความรู้ในการสร้างงานหัตถกรรมมักได้รับการถ่ายทอดสืบต่อกันมาภายในครอบครัว หรือแลกเปลี่ยนกันระหว่างเพื่อนบ้าน การผลิตงานซ้ำ ๆ เพื่อตอบสนองความต้องการการใช้สอยของผุ้คน ทำให้เกิดความชำนาญในการสร้างสรรค์งาน ความชำนาญและประสบการณ์ที่ได้รับการบ่มเพาะมาเป็นเวลานาน นำไปสู่การสร้างงานที่มีคุณค่าทางสุนทรียภาพและความงามทางศิลปะ ทำให้จากงานหัตถกรรมธรรมดากลายเป็นงานที่เรียกว่าศิลปหัตถกรรม ที่สวยงามน่าใช้ แฝงสุนทรียภาพและภูมิปัญญาของผู้สร้าง
งานหัตถกรรมจึง เป็นวัตถุทางวัฒนธรรมที่ไม่เพียงแต่จะสะท้อนวิถีการดำเนินชีวิตประจำวันของผู้คน หากยังสะท้อนค่านิยม ความเชื่อ ขนบธรรมเนียมประเพณี ภูมิปัญญาที่สะสมสืบทอดกันมารุ่นแล้วรุ่นเล่า ที่สามารถนำไปสู่การศึกษาวัฒนธรรมพื้นบ้าน ของแต่ละกลุ่มชนในท้องถิ่น เรารู้จักใช้ธรรมชาติรอบ ๆตัวมาประดิษฐ์สร้างสรรค์งาน
หัตถกรรมขึ้นจากไม้ โลหะ หนังสัตว์ หรือแม้แต่ก้อนดิน ผ่านการกลั่นกรองจากสมอง ผ่านการปั้นแต่งด้วยฝีมือ จนที่สุดกลายเป็นวัสดุใช้สอยในชีวิตประจำวัน
The handicraft product is regarded as the cultural material, reflecting people’s way of living, belief, custom, and knowledge from generation to generation. The understanding of the culture in the local area would be helpful in creating any work of arts through the application of wood, metal, leather, or even the earth. Those work of arts would be creatively thought out, and delicately produced to become the fine and beautiful utensils in our daily life.ดังนั้นงานหัตถกรรมจึงสมารถสื่อถึงภูมิปัญญาและฝีมือชั้นเชิงของผู้สร้างงานชิ้นนั้นๆขึ้นมา หัตถกรรมไทยในวันนี้ก้าวไปสู่การผลิตงานศิลป์เพื่อตอบสนองความต้องการด้านสุนทรีย์ เพื่อวัตถุประสงค์ในด้านการตกแต่งอาคารสถานที่บ้าง รวมถึงงานหัตถกรรมเพื่อการสะสม งานหัตถศิลป์ไทยจึงกลายเป็นสินค้าที่ต้องกานของตลาดทั่งในและต่างประเทศ
As such, the handicraft product is getting popular and more accepted either in local or overseas market, as it reflects not only the profound knowledge but also the creativity of the creator or maker. The Thai handicraft, nowadays, is developing into the creation of the art for the purpose of beauty, interior design, and collection.
การพัฒนาชุมชนเป็นนโยบายสำคัญของรัฐบาล ที่จะปรับปรุงความเป็นอยู่มาตราฐานการครองชีพของประชาชนในชุมชนให้ดียิ่งขึ้น และร่วมกันปฏิบัติงานพัฒนาชุมชนให้มากที่เท่าที่ทำได้ โดยที่ทุกจังหวัดจะต้องมีข้อมูลว่าหนึ่งตำบลหนึ่งผลิตภัณฑ์ มีการผลิตภัณฑ์ OTOP อะไรเป็นตัวนำ มีผลิตภัณฑ์ OTOP อะไรเป็นตัวเสริม ต้องมีการวางแผนการดำเนินงานให้เกิดจุดเด่น มีจุดขายที่แปลกแตกต่างและดึงดูด อีกทั้งรูปแบบการทำงานจะต้องเน้นในการประสานงานกับหน่วยงานต่างๆ ให้มากขึ้น โดยมีการแบ่งเจ้าภาพหรือความรับผิดชอบกันไปดำเนินงาน แต่สุดท้ายคือเป้าหมายเดียวกันคือประโยชน์จากการมีรายได้เพิ่มขึ้น และมีการส่งเสริมภูมิปัญญาท้องถิ่น และส่งเสริมความคิดริเริ่มสร้างสรรค์ของชุมชนในการพัฒนาผลิตภัณฑ์ให้สอดคล้องกับวิถีชีวิตและวัฒนธรรมในท้องถิ่น เพื่อให้มีความเข้มแข็งในการประกอบอาชีพได้อย่างยั่งยืนในที่สุด
Developing the community is another important policy of the government by improving the standard of living of people living in the community and collaborating any implementation on the community development. Every province should possess the information of one tambon one product (otop), which one is the key, and which one is the support. This requires the planning of product positioning, or unique selling point. Moreover, the collaboration among various governmental units should be emphasized. Although the responsibilities have been assigned to each unit to implement any operation, the only target is to ‘increase the income, to enhance the community’s knowledge and to promote any creativity in developing products compatible to the way of people’s living and the culture in the particular local area. This, in the end, would help strengthen the earning for living.
“หนึ่งตำบล หนึ่งผลิตภัณฑ์” เป็นแนวทางประการหนึ่ง ที่จะสร้างความเจริญแก่ชุมชน ให้สามารถยกระดับฐานะความเป็นอยู่ของคนในชุมชนให้ดีขึ้น โดยการผลิตหรือจัดการทรัพยากรที่มีอยู่ในท้องถิ่น ให้กลายเป็นสินค้าที่มีคุณภาพ มีจุดเด่นเป็นเอกลักษณ์ของตนเองที่ สอดคล้องกับวัฒนธรรมในแต่ละท้องถิ่น สามารถจำหน่ายในตลาดทั้งภายในและต่างประเทศ โดยมีหลักการ พื้นฐาน 3 ประการ คือ 1) ภูมิปัญญาท้องถิ่นสู่สากล (Local Yet Global) 2) พึ่งตนเองและคิดอย่างสร้างสรรค์ (Self-Reliance-Creativity) 3) การสร้างทรัพยากรมนุษย์ (Human Resource Development)
One Tambon One Product (OTOP) is one of the strategy to create the growth of the community, leading to the improvement of people’s standard of living. This is done through the allocation of resources available in the local area, turning the production into the quality product with its own unique style, related to its own culture, and being sold in both local and overseas market. There are 3 important principles:-
1. Driving local knowledge into global level;
2. Self reliance and with creativity
3. Human resources department
ผลิตภัณฑ์ ไม่ได้หมายถึงตัวสินค้าเพียงอย่างเดียวแต่เป็นกระบวนการทางความคิด รวมถึงการบริการ การดูแลการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม การรักษาภูมิปัญญาไทย การท่องเที่ยว ศิลปวัฒนธรรม ประเพณี การต่อยอดภูมิปัญญาท้องถิ่น การแลกเปลี่ยนเรียนรู้เพื่อให้กลายเป็นผลิตภัณฑ์ที่มีคุณภาพ มีจุดเด่น จุดขายที่รู้จักกันแพร่หลายไปทั่วประเทศและทั่วโลก
Product does not merely mean the physical object, but rather means the process of thought, the service, the maintenance or preservation of natural resources, and surroundings, the reinforcement of Thai knowledge, the travelling, the art and the culture, the customs, and the further development of Thai knowledge. Such exchange of knowledge is necessary to produce product with quality and with unique selling point, , making the product become widely accepted in the country and around the globe.
